Update on Wednesday, May 6: The Zoning Board of Adjustment voted to approve the development, Bella Huang, town council liaison on the board, told The Line.
The next large mixed-use development for Downtown Cary will be up for public discussion on Monday night.
The Cary Zoning Board of Adjustment meeting will hold a hearing for Avalon Downtown Cary, a mixed-use development adding 281 residential units, 4,270 square feet of retail space, and a wrapped parking garage.
The site is at Walnut and Walker streets, across from the Cary Regional Library.
The context: Any development plan that proposes 100 or more residential dwelling units requires quasi-judicial approval by the Zoning Board of Adjustment.
- It’s different from other public hearings, where testimony will be presented as part of the case hearing.
- The site is already zoned for Town Center Mixed-use District (TC-MXD).
On the street: If you’ve seen the small public hearing signs along Walnut between Walker and Kildaire Farm Roads near fenced-off houses, this is it.
It includes a combination of the single-family houses sold as an assemblage to AvalonBay, an apartment communities company, in August 2025, a combination of addresses on Walnut, Byrum, and South Walker streets.

What they’re saying: An Expert Witness Testimony Report submitted with project plans for the town says “The demographics indicate the market area is stable with positive population increases and a balanced owner-occupied and renter-centered population. The Avalon Downtown Cary is well-suited to the Downtown Cary Central Business District, reinforcing the area’s established pattern of high quality-walkable, mixed-use development.”
